Co-decision
Step 1
- The European Commission proposes legislation and it goes to the European Parliament and the European Council at the same time.
- If the Parliament approves text, and the Council also approves, then the act is adopted Click here
Step 2
- The parliament can amend the text and the Council then issues an opiniion on the amendments.
- If the Council approves Parliament amendments the act is adopted. Click here
Step 3
- If the Council does not approve and/or would like to make further amendments a 'Conciliation' procedure begins.
- A Conciliation Commitee of Parliament members and Council representatives is appointed.Click here
Step 4
- The Conciliation Commitee of the Parliament and Council representatives agree on amendments the text is then considered at a Parliament and Council meeting.
- If the Parliament and Council cannot agree on amendments. The Act is not adopted.Click here
Step 5
- If the Conciliation Commitee of the Parliament and Council agree on amendments the text is then considered at a Parliament and Council meeting.
- If the Parliament votes by a majority in favour and the Council votes in agreement by a qualified majority.
The Act is adopted.Click here
